Mission

Navarra de Infraestructuras de Cultura, Deporte y Ocio (NICDO) directly manages the Baluarte Conference Centre and Auditorium of Navarre, the Pamplona Planetarium, the Larra-Belagua Ski Area and the Navarra Arena (since its opening in September 2018). In addition, it controls the outsourced management of the Navarra Exhibition Centre (managed by the company REFENA, S.L.) and the Navarre Circuit (managed by the company Los Arcos MotorSport, or LAMS). The NICDO manages the Navarre Film Library and the Navarra Film Commission and provides communication and management services for the Baluarte Foundation, an independent entity that is in charge of the programming of the Baluarte Auditorium and the Navarre Symphony Orchestra and the co-production of the Dance, Theatre, Cinema and Music Festivals of the Directorate-General for Culture of the Government of Navarre.

The NICDO’s mission includes the devising and execution of a joint strategy for the culture, sports and leisure centres that fall under its purview with the aim of optimally generating an economic and social impact in Navarre through the economically sustainable growth of MICE (meetings, incentives, conferences and exhibitions) tourism, the bringing to the Chartered Community of Navarre of a global, first-class cultural offer in terms of genres and publics, and the promotion of science popularisation and literacy in new technologies.

The NICDO project rests on the four basic pillars of good business management:

  • Management efficiency, measured in terms of self-financing capacity: making an operating profit (EBITDA) capable of covering the necessary investments for the performance of the activity.
  • A commitment to quality, environmental management, sustainability and social responsibility through accreditations and the adoption of best practices as part of a continual improvement scheme.

The effective development of the NICDO’s mission necessarily involves creating and supporting public-private collaboration areas, belonging to cooperation networks and associations having similar centres at the national and the international level and cooperating with regional, national and international development and financial agents and institutions.
